The Beninese government launched the sixth phase of the Municipal Development Support Fund (FADeC VI) on Tuesday, 27 October 2026, in Cotonou. The two-day workshop was organized by the Municipal Investment Fund (FIC), with technical assistance from the Dorsch Impact and Label Conseils consortium.
This program applies to all 77 municipalities in the country to support basic infrastructure and enhance territorial resilience.
Two Tracks for General and Northern Territories
The mechanism includes two distinct components. The first, unrestricted FADeC, covers investment projects decided by all municipalities. The second, named FADeC Sahel Window, is reserved for the 27 northern local governments exposed to security pressures and violent extremism.
In these northern localities, the fund integrates residents into infrastructure planning decisions to strengthen community ties.
Local Capacity Building and Financial Resources
Beyond direct project financing, this phase aims to improve the technical quality of project proposals, optimize project structuring, and strengthen direct support to municipal services. Key financial partners involved include the German Financial Cooperation (KfW), the European Union, and Swiss Cooperation.
« Today, we are launching a new phase, but above all, we reaffirm the same ambition: to strengthen municipal administrations and consolidate social cohesion »
For 2026, the FADeC’s allocated budget stands at 58.94 billion CFA francs, up from 56.54 billion CFA francs in 2025.
