During the inauguration ceremony of the new Association Nationale des Communes du Bénin (ANCB) leadership on 2 October 2026 in Cotonou, Decentralization and Local Governance Minister Janvier Yahouédéou outlined government priorities for territorial management. He emphasized that municipalities must no longer pursue development projects in isolation.

Coordination Required Between Local Authorities and State Structures

The minister stressed that local action requires alignment among municipalities, the state, prefectures, and Territorial Development Hubs. While these entities have distinct mandates, their initiatives must collectively improve residents’ living conditions.

« We serve the same population. That is what must unite us. »
Janvier Yahouédéou, Minister of Decentralization and Local Governance

In this regard, the ANCB’s role includes supporting municipalities, facilitating peer learning among them, and reinforcing territorial organization to bolster local development.

Civic Engagement and Shared Responsibility

The speech highlighted citizens’ role in public action. Yahouédéou noted that official frameworks, institutions, and projects alone cannot sustain local development without population engagement. He cited urban cleanliness, public asset preservation, and adherence to collective rules as areas where individual behavior must reinforce administrative measures.

This approach aligns with the ministry’s slogan, « The State starts with me, » embedding shared responsibility among central government, municipalities, and communities-positioning citizens as direct stakeholders.

Expectations for Municipal Leadership

The minister referenced President Romuald Wadagni’s 23 September 2026 address, where he urged residents to maintain public spaces by disposing of waste in designated bins.

Concluding his remarks to the ANCB president, Yahouédéou set three key deliverables for the team installed on 2 October 2026: advancing decentralization, strengthening the efficiency of Benin’s 77 municipalities, and measurably improving residents’ daily living conditions.
