In Nigeria, strengthening higher education and scientific capacity is organized around the regional ACE Impact program. This project benefits from co-financing provided by the French Development Agency (AFD) and the World Bank. It directly addresses Nigeria’s academic needs by supporting the emergence of teaching and research hubs within Nigerian universities.

The initiative operates under an institutional framework involving the Federal Republic of Nigeria and the universities hosting these structures. The program aims to train researchers and experts capable of addressing the economic and environmental challenges of Sub-Saharan Africa, particularly in the face of climate change and the imperatives of digital transition.

Thematic Hubs and Program Governance

The university hubs supported by ACE Impact focus on several key disciplines. Their work and teaching cover agriculture, health, education sciences, and the STEM (Science, Technology, Engineering, and Mathematics) cluster. The goal is to produce specialized knowledge and prepare high-level professionals.

The management and steering of this initiative rely on a multi-tiered structure. The regional coordination of all activities is handled by the Association of African Universities (AAU). Strategic oversight is supported by a national committee and a regional committee, the latter bringing together the ministers responsible for higher education in the participating countries.

Results-Based Financing and Academic Standards

ACE Impact’s financial operations are based on an incentive mechanism that links funding disbursement to the achievement of specific objectives. Payments are directly conditional on several performance evaluation criteria for the selected institutions:

  • The quality of Master’s and Doctoral programs offered;
  • The attainment of international accreditations for the curricula;
  • The modernization and strengthening of research equipment;
  • The overall improvement of internal university governance.

This financial incentive system ensures that the programs meet international standards while stimulating national scientific output.

Regional Outreach, Gender Parity, and Economic Partnerships

Academically and socially, the program integrates objectives of gender parity and geographic attractiveness. ACE Impact promotes the enrollment of women in university science programs. Additionally, the centers encourage mobility by welcoming students from West African and other African countries to strengthen the local talent pool.

To align curricula with real-world needs, the centers of excellence forge partnerships with industrial and productive sectors as well as international organizations. These collaborations aim to enhance the value of degrees awarded, stimulate technology transfer, and provide direct solutions to Nigeria’s socio-economic development needs.
