A Reform Established by Circular
By Circular No. 0264-c/MEF/DC/SGM/DGTCP/DNC/TGE/CVR/ADN/SP dated 25 September 2026, signed by the Minister Delegate in charge of Budget and Civil Service, Rodrigue Chaou, the government introduces the reform of electronic payment of mission fees across all public administrations.
This reform represents the second phase of the Système d'Encadrement des Missions Officielles (SEMO 2). According to the government, it constitutes a major step forward in modernizing the State’s financial management. With new modules, the Ministry of Economy and Finance states that it has met the conditions for effective implementation nationwide.
What the First Phase Achieved
The first phase, SEMO 1, managed by the National Directorate of Oversight, serves as a reference platform for issuing, tracking, and controlling official missions. It has strengthened rationalization and transparency, particularly by preventing overlapping missions and identifying fictitious agents.
Next Step: Geolocation
In the coming days, an additional step will introduce mission validation through the geolocation of agents on assignment, ensuring the definitive safeguarding of public funds.
