Inclusion in Benin: 1,422 new equal opportunity cards distributed

A progressive distribution across the national territory

The Ministry of Social Affairs and Microfinance officially received a batch of 1,422 equal opportunity cards from the National Personal Identification Agency (ANIP). The official handover ceremony was held on Friday 18 September 2026 at the Ministerial City in Cotonou.

This allocation adds to the actions already carried out during previous campaigns. Out of a cumulative total of 6,140 cards now received by the authorities, 4,718 were distributed to beneficiaries during the years 2024 and 2025. The distribution process is currently being deployed in the country's various departments to reach the holders.

A tool for access to rights and specific measures

This official document makes it possible to precisely identify the rights and preferential rates granted to people living with disabilities. The benefits granted vary according to the level of disability of each holder. For the Minister of Social Affairs and Microfinance, Véronique Tognifodé, this tool reaffirms the place of beneficiaries within society.

The President of the Federation of Associations of People with Disabilities of Benin (FAPHB), Nassirou Domingo, praised the action of the President of the Republic, Romuald Wadagni, while encouraging people who are not yet registered to begin the required formalities.

The ambition of a legal identity for all

The issuance of these cards is part of a broader national civil registry management strategy. The Director General of ANIP, Aristide Guy Adjinacou Gnahoui, specified that this initiative contributes to achieving universal access to legal identity. While the sustainable development goals set this target for 2030, the Beninese State aims to guarantee a legal identity for its entire population by the year 2028.

For the current year, the momentum continues with the registration of 4,000 new card requests by the ministry's services. These files will be evaluated by the interministerial body responsible for ruling on integration mechanisms for people with disabilities.
