From 12 to 16 October 2026, a delegation from the Economic Community of West African States (ECOWAS) undertook a five-day study visit to Germany and Belgium. Led by Dr. Mohammed Ibrahim, acting director of humanitarian and social affairs at the ECOWAS Commission, the mission brought together representatives from disaster management agencies and hydrometeorological services of four pilot countries: Guinea, Liberia, Nigeria, and Togo. Delegates from the Nigerian Space Research and Development Agency, as well as experts from the United Nations Office for Disaster Risk Reduction, the World Meteorological Organization, and the African Centre of Meteorological Applications for Development also participated.

This activity falls under the DG ECHO-ECOWAS initiative, funded by the European Union through its Directorate-General for Civil Protection and European Humanitarian Aid Operations. The project benefits from technical support from the UN agency responsible for disaster risk reduction.

Spatial Data and Governance in Bonn

In Bonn, mission members visited the United Nations Platform for Space-based Information for Disaster Management and Emergency Response (UN-SPIDER). Participants discussed the integration of satellite imagery, Earth observation data, and geospatial technologies for hazard assessment, early warning systems, and emergency response. Exchanges with the United Nations Office for Disaster Risk Reduction focused on risk governance and resilience mechanisms.

The ECOWAS Commission presented the progress of the ECOWAS Emergency Operations Centre (EDOC) implementation. The delegation concluded the German segment with a session on the role of the private sector in humanitarian logistics and emergency supply chains through DHL’s GoHelp program.

Operational Exchanges and Coordination in Brussels

In Brussels, the delegation attended a high-level dialogue titled Disaster Risk Management: From Space to the Field, bringing together decision-makers from Africa, Europe, Asia, Latin America, and the Caribbean to discuss the use of space technologies.

Delegates then examined the operations of the Emergency Response Coordination Centre (ERCC), the operational arm of the EU’s Civil Protection Mechanism. Presentations covered continuous monitoring procedures, information sharing, and real-time assistance coordination. These technical observations aim to improve the operational capacities of ECOWAS’s EDOC, particularly for situational awareness and intervention coordination.

Bilateral discussions with technical partners, including the Belgian development agency Enabel, focused on regional information sharing and the monitoring functions of the West African center.
