Benin: Digitalization of Life Certificate for Pensioners

Benin’s Ministry of Economy and Finance is rolling out a reform to digitize the life certificate process for pensioners. This initiative aligns with efforts to modernize public services and streamline administrative procedures in the country.

Mobile App Process

To complete the procedure remotely, users must download the mobile app Life Certificate. The app is available on Play Store, App Store, and via the SEMO web portal.

Initial authentication requires entering the National Identity Number (NIN) and pension booklet number. The system then initiates a biometric verification phase. Users place the four fingers of their left hand in the designated area on the screen for fingerprint scanning. Official guidelines advise ensuring clear images and avoiding glare during capture. Once verified, users receive a confirmation message via SMS or email.

Public Biometric Kiosks

Outside of smartphones, the system offers an alternative solution nationwide. Biometric kiosks are installed in select public spaces to enable life certificate registration.

For this option, pensioners must present their NIN, pension booklet number, and National Identity Card (NIC). The process involves physically scanning the NIC and capturing fingerprints on the kiosk’s dedicated sensor. This replaces the prior requirement of submitting a physical life certificate, which pensioners of the Benin National Pension Fund deposited at Treasury offices in 2022.
